Build a property-specific budget
Price the land, surveys, clearing, grading, drainage, foundation, delivery, installation, utilities, septic or sewer, permits, steps, skirting, HVAC, inspections, taxes, insurance, and closing costs that apply to your project. Written estimates are more useful than a statewide average.
Compare parcels using the total cost
A lower land price can come with more clearing, access, or utility work. Have the same categories estimated for each property so you can compare the complete project instead of just the asking price.
Identify work already completed and ask whether it is suitable for the new home. Existing utilities or a former homesite may still need inspection or changes. Keep unquoted work visible in your budget rather than assuming it is included or usable.
